An Energy Performance Contract is an alternative financing mechanism authorized by the United States Congress designed to accelerate investment in cost-effective energy conservation measures in existing Federal buildings. Project costs are paid for over time by the guaranteed annual savings realized from the energy systems optimization. Any savings shortfalls are reimbursed to the customer.
